*Does Europe need a new model for biomedical research and pharmaceutical innovation?* In this panel from *Building Europe’s Biomedical Research Infrastructure* at the *Milan Longevity Summit 2026*, leading voices from science, academia, clinical research, and public-interest pharmaceutical innovation come together to examine how Europe can strengthen its capacity to turn scientific excellence into medicines and health solutions that benefit society. Europe is home to world-class universities, research institutions, healthcare systems, and scientific infrastructure. Yet fundamental questions remain about how discoveries move from publicly funded research into drug development, clinical trials, and ultimately patient care. Chaired by *Professor Massimo Florio* and *Professor Adriana Maggi*, the conversation explores whether Europe needs stronger shared biomedical infrastructure and new models of public pharmaceutical R&D. The discussion brings together perspectives on access to medicines, independent biomedical research, multinational clinical trials, public investment, pharmaceutical development, and European scientific capacity. It asks how public and private actors can work together while ensuring that innovation responds to unmet health needs and creates long-term public value. *Participants:* • Massimo Florio – Professor, University of Milan • Adriana Maggi – Professor, University of Milan • Els Torreele – Steering Committee Member, Public Pharma for Europe Coalition • Giuseppe Remuzzi – Director, Mario Negri Institute for Pharmacological Research • Jacques Demotes – Director General, European Clinical Research Infrastructure Network (ECRIN) The panel follows a keynote contribution from **Professor Massimo Florio**, examining the economic and institutional case for building stronger European public capacity in biomedical research and pharmaceutical innovation, and concludes with reflections from *Adriana Maggi and Massimo Florio*. At stake is a question that extends well beyond research policy: **how can Europe build a biomedical innovation ecosystem that is scientifically ambitious, globally competitive, resilient, and designed to deliver better health for everyone?** The Milan Longevity Summit brings together global leaders across science, medicine, policy, business, technology and society to rethink the future of health through a **One Health** perspective—recognising that the wellbeing of people, planet and economies is deeply interconnected. *Learn more about the Milan Longevity Summit:* https://www.milanlongevitysummit.org #MilanLongevitySummit #OneHealth #BiomedicalResearch #EuropeanResearch #PublicPharma #HealthInnovation #ClinicalResearch #LifeSciences #PublicHealth #FutureOfHealth
